Will work as an integral part of the Program Management Office assisting and providing expertise in the maintenance and monitoring of the project budgets and schedules. Will integrate the program schedules with an Earned Value Management System (EVMS) and other program performance reporting and data systems. Will apply the methods, tools, and techniques required to ensure integrity of schedule and cost data.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Interfaces directly with Program Managers in assisting with development, validation and maintenance of resource-loaded project schedules/IMS.
Sets up and integrates projects that require Earned Value within the EVM system and provides expertise in analyzing cost and schedule performance on a weekly/monthly basis.
Functions as a facilitator and leads the coordination of various project schedules and EVMS activities with Program Managers and other functional organizations to ensure timely set up of projects and project performance reporting.
Analyze schedule data for variability, cohesiveness, and adequacy. Maintain integrity of all related scheduling data. Review requirements prior to release into MRP system.
Generate reports that provide management with necessary information to assist the financial review of sales, inventory, and product availability.
Attend manufacturing meetings to ensure capacity issues in relation to production schedules remain in sync.
Manage and advise Contracts & Program Management on any backorder or delivery date promise concerns.
Analyze, plan and forecast requirements for material and capacity availability.
Provide input and attend weekly and monthly sales/inventory/operations planning meetings.
Demonstrated expertise in resource-loaded project scheduling using Microsoft Project and Microsoft Project Professional or Server. Skilled at detail-oriented work, data analysis and follow-up. Working knowledge of work breakdown structures, budget preparation and program cost analysis including Estimate to Complete/Estimate at Complete (ETC/EAC) and Earned Value Management techniques preferred. MS Project experience is required. Needs to be proficient with Microsoft Office. Effective verbal and written communication and interpersonal skills.
EDUCATION and/or EXPERIENCE:
Bachelor's degree (B.A.) from four-year college or university and a minimum of 3 years of in program planning and control and/or scheduling work, business management, or program/project management, and earned value management. Demonstrated experience designing, analyzing, and implementing project schedules and IMS for Federal Government programs. In addition, the candidates should have experience preparing and maintaining a schedule for integration into an EVMS and other tools.
